These local rules of the United States District Court for the Northern District of Oklahoma are promulgated under the authority of Title 28, United States Code, Section 2071 and Rule 83 of the Federal Rules of Civil Procedure. These local civil rules are promulgated to supplement the Federal Rules of Procedure with local Court procedure.
The local rules are organized into civil rules and criminal rules. The rules are numbered to correspond to the Federal Rule of Civil or Criminal Procedure, which the local rule augments. Local general rules have been assigned numbers consecutively. In addition, general rules on attorney admission, conduct and general court matters are included in the civil rules enacted to augment FRCP 83. The civil rules augment the criminal rules on issues where the criminal rules are silent.
The Judicial Conference of the United States has required uniform numbering for all local Court rules in conformity with the Federal Rules. A “-1” designation is added to the number of the Federal Rule to indicate that the federal rule is being supplemented by a local court rule. For example, if Fed. R. Civ. P. 4 is being supplemented, the local civil rule is designated LCvR4-1.
The correct citation of the local rules are LCvR, LCrR, LGnR followed by # - # (federal rule number and local rule number). One example is LCvR56-1 augments the federal summary judgment rule.
Proposals for amendments to the rules may be emailed to the court at . The proponent of a rule change should explain why the change is necessary or desirable.
